How do financial centres emerge where none existed before?
Financial centres are not simply the product of geography or market forces. They are built through combinations of technological innovation, entrepreneurship, regulation, political choices, international networks and institutions.
Luxembourg offers a particularly revealing case. Over the twentieth century, a small economy dominated by industry developed into one of the world’s most international financial centres. Eurobonds, cross-border banking, investment funds, securities infrastructure and European integration each contributed to this transformation. Today, digital assets, tokenisation and artificial intelligence raise a similar question: what will determine where the next generation of financial activity takes place?
Bringing together historians, economists, policymakers and financial practitioners, the conference would examine how technology has repeatedly reshaped financial geography — and why certain places have been particularly successful at turning technological and regulatory change into lasting financial ecosystems.
